The HM Treasury document The Role of the Voluntary and Community Sector in Service Delivery 2002 - A Cross Cutting Review recognised that despite a revolution in the contribution of the voluntary and community sector (VCS) to service delivery and the efforts of second tier CVS and other bodies, frontline organisations did not have uniform access to the full range of support services they need to operate effectively.

Change Up - a Capacity Building and Infrastructure Framework for the Voluntary and Community Sector - is the response to that recommendation. The Framework describes the 'architecture' of how support should develop in the next ten years and highlights key strategic actions required to build that support.
